• Legislative frameworks relevant to whistleblowers/PID reporters 

• Eligible recipients and their obligations

• Identifying a protected disclosure and distinguishing it from a workplace grievance / personal work-related conduct

• Receiving a disclosure - first contact principles, taking a record, managing the discloser

• Assessing eligibility, urgency and appropriate escalation pathway

• Confidentiality obligations and the limits of permitted disclosure

• Identifying and responding to detriment risks

• Decision to investigate - when investigation is required and when it is not

• Terms of reference and investigation planning

• Natural justice and procedural fairness in a protected disclosure investigation

• Evidence gathering 

• The anonymous or confidential discloser - evidentiary and procedural challenges

• Interviewing witnesses and respondents

• Affording procedural fairness to the respondent while upholding protections

• Evaluating evidence and making findings

• Investigation documentation and reporting
