  • Decision to investigate - when investigation is required and when it is not

  • Terms of reference and investigation planning

  • Natural justice and procedural fairness in a protected disclosure investigation

  • Evidence gathering 

  • The anonymous or confidential discloser - evidentiary and procedural challenges

  • Interviewing witnesses and respondents

  • Affording procedural fairness to the respondent while upholding protections

  • Evaluating evidence and making findings

  • Investigation documentation and reporting
